- In 2000 and 2010, 10,639 and 4,484 residents are assigned to none of the five regions, respectively. The non-resident population comprises foreigners who are working, studying or living in Singapore but not granted permanent residence, excluding tourists and short-term visitors.
- All censuses since 2000 are register-based, i.e., the resident population was obtained from administrative records and does not differ from estimates.
